Non-exempt Incumbent serves as Residential Property Analyst for the Kosciusko County Assessor's Office, responsible for assisting the public, processing and updating property assessment, County excise registration and paperwork.
DUTIES:
Determines the market value-in-use of all tangible property.
Maintains daily accurate record of all transfers, splits, combinations and surveys of real property, including changes in mailing address, legal description and homestead credit, duplicating Auditor's records, creating workable record of property information.
Creates new parcels when a new plat is recorded, calculate and enter lot dimensions, determining value, and applying a developers discount to each unsold lot.
Determines if sales disclosure is required in order to transfer property, frequently assisting individual with completion of forms.
Receives and processes paper and/or electronically submitted sales disclosures, verifying accuracy and completion, applying parcel information and determining fees required to complete process.
Validates general transfers, not requiring sales disclosure, applying Assessor's stamp of receipt.
Assists taxpayers, attorneys, realtors, representatives of title companies and various individuals, answering questions, giving instructions on aspects of assessments and explaining changes in assessed values.
Applies collected field information to computer software, making adjustments for new construction, determining grades, conditions, and calculating effective ages.
Applies percentage complete, makes adjustments based on photos and documented information submitted by field workers.
Makes adjustments to property record card when improvements have been reported and verified as having been removed from parcel.
Applies value for applicable deductions, such as solar, wind and geothermal, makes adjustments according to qualifications.
Determines land types and uses, and makes adjustments accordingly.
Determines and applies appropriate capitalization rates.
Creates memo for each adjustment, keeping accurate account of each parcels' history.
Corrects and updates file folders with name changes, splits, and/or combination of parcels.
Assists with data entry for purpose of trending.
Answers telephone and greets office visitors, determining nature of call/visit, providing information and assistance regarding building assessments, preconstruction value estimates as requested, taking messages, and/or referring individual to proper department or facility as needed.
Works in correlation as a group or individually to evaluate and/or adjust specifically selected assessments based upon law and/or software changes to assessments.
Assists field worker with physical inspection of new construction.
Sorts, opens, and date stamps daily postal mail, distributing to correct department and/or individual and processing according to content.
Files, posts, and mails materials.
Assists with cyclical reassessment according to I.

1-4-4, including, but not limited to, reviewing and physically inspecting each parcel for accuracy.
Performs related duties as assigned.
JOB REQUIREMENTS AND DIFFICULTY OF WORK:
High school diploma or GED.
Possession of or ability to obtain and maintain required certifications, such as Level I and Level II Assessor/Appraiser Certification, with potential of obtaining Level III.
Ability to meet all employer and department hiring requirements, including passage of a drug test.
Knowledge of continually evolving laws, legal codes, precedents, government regulations and political processes, applying changes to everyday work.
Knowledge of multiple computer software programs used by the department in entering and maintaining data, including, but not limited to, Xsoft, INCAMA, Simplifile, Arc GIS, LOW,CRS, Pictometry, computer aided drawing (CAD), and Microsoft Word and Excel.
Knowledge of materials, methods, and tools involved in construction or repair of houses, farm buildings and other improvements to land, and ability to identify various improvement types.
Knowledge of standard English spelling, grammar, and punctuation, ability to prepare written reports as required.
Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
Ability to comply with all employer and department policies and work rules, including, but not limited to attendance, safety, drug-free workplace, and personal conduct.
Ability to competently serve the public with diplomacy and respect, including occasionally encounters with irate/hostile persons.
Ability to effectively communicate orally and in writing in a courteous and tactful manner with co-workers, other County departments, regulating agencies, legal counsel, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Ability to work alone with minimum supervision and with others in a team environment.
Ability to work on several tasks at the same time and work rapidly for long periods, occasionally under time pressure.
Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
Ability to compute/perform arithmetic operations.
Ability to read and interpret plat maps, surveys, and deed records.
Ability to occasionally work extended and/or weekend hours and travel out of town for continued education, sometimes overnight.
Possession of a valid Indiana driver's license and a demonstrated safe driving record.
PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment, involving sitting for long periods, sitting and walking at will, lifting/carrying objects weighing less than 25 pounds, pushing/pulling objects, bending, reaching, crouching/kneeling, keyboarding, close and far vision, color and depth perception, handling/grasping objects, fingering objects, speaking clearly, and hearing sounds/communication.
Incumbent is occasionally exposed to hazards normally associated with outdoors and building/construction sites.
Incumbent may be exposed to violent/irate individuals.
Incumbent occasionally works extended and/or weekend hours, and travels out of town for continued education, sometimes overnight.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
